The Teams App Cache is just a local cache of data/settings and should not affect the Teams installation. Exiting Teams, deleting everything in this directory, then restarting Teams should force this information to update from the server (if Teams is still running, not all files may delete because they are in use). The steps below provide a quick way to achieve this goal.

Select everything in this folder, and hit Delete on the keyboard, or right-click and Delete

Start Teams via Windows Search, the Applications Menu, or shortcut on the desktop, and confirm the issue is resolved. Please note Teams may start more slowly than usual because it is re-creating this directory before opening.
